Head of Procurement – Senior Leadership Role

About the role

The Head of Procurement will lead the MFSA’s procurement function, shaping strategy, governance and operational efficiency. Reporting to the Chief Operations Officer, this senior leader will act as the Authority’s principal procurement advisor and oversee day‑to‑day activities.

Key responsibilities

• Lead development of the procurement function, including strategy, governance frameworks and digital tools.
• Set and drive the vision for transparent, fair and value‑for‑money procurement operations.
• Oversee day‑to‑day functioning of the procurement team and provide line management.
• Provide strategic guidance on procurement risk, contract structuring and market intelligence to senior stakeholders.
• Develop, maintain and enforce authority‑wide procurement policies and standard operating models in line with new regulations.
• Act as the central advisor on major tenders and high‑risk contracts, representing the Authority in negotiations.
• Strengthen contract lifecycle planning, supplier relationship management and sustainable procurement practices.
• Represent the MFSA in high‑level discussions with government, regulatory and EU bodies.
• Deliver procurement‑focused training and promote continuous improvement within the team.
• Monitor function performance, report progress to senior leadership and ensure audit‑readiness.

Required profile

• Academic qualification at NQF Level 6 or higher in Procurement, Supply Chain, Law, Business, Economics, Finance or related field, or an equivalent recognised professional qualification.
• At least seven years of senior‑level experience overseeing public procurement processes, preferably within a regulatory or government environment.
• Alternatively, fourteen years of high‑level procurement experience in the absence of formal qualifications.
• Demonstrated ability to lead multidisciplinary teams and drive strategic change.
