Legal Officer – Policy (Conduct Supervision)

About the role

The Legal Officer (Policy) will support Conduct Supervision in developing and applying the regulatory framework that protects financial services consumers. Reporting to the Senior Manager, the officer will contribute to legislation drafting, policy analysis, and the representation of the Authority in national and international forums.

Key responsibilities

• Assist in drafting and amending conduct of business legislation and rules, especially for EU cross‑sectoral transposition.
• Prepare legal positions on regulatory issues affecting banking, insurance, pensions, investments and funds.
• Compile internal documents, position papers and memoranda for the Authority’s decision‑making bodies.
• Monitor EU legislative projects, attend meetings locally and abroad, and provide input on policy matters.
• Handle cross‑sectoral queries from internal stakeholders and industry regarding interpretation and implementation of conduct legislation.
• Conduct legal research and analysis of financial services law, contributing to responses to conduct‑related surveys.
• Represent the MFSA in working groups, task forces and committees at both local and international levels.
• Stay updated on consumer and investor protection developments, particularly at EU level.
• Undertake any additional tasks delegated by senior management.

Required profile

• Academic qualification at National Qualification Framework Level 6 or higher in a relevant field (e.g., Law, European Studies, Finance).
• Strong understanding of financial services regulation and EU legislative processes.
• Excellent analytical, drafting and communication skills.
• Ability to work independently and collaboratively within a multidisciplinary team.
