Tendering and Procurement Officer

About the role

DLI Contractors Ltd is seeking a Tendering and Procurement Officer to lead the full tendering lifecycle and manage strategic procurement of MEP materials and subcontracted works across its project portfolio. Reporting to the Tendering & Procurement Manager, you will collaborate with engineering, site management, and finance teams, influencing the company’s competitive position and project margins.

Key responsibilities

• Monitor and evaluate tender opportunities via Malta's e‑Procurement portal (EPPS), private developer invitations, and direct client enquiries.
• Prepare, compile, and submit fully compliant tender packages, including technical submissions, method statements, pricing schedules, BOQs, and compliance documentation.
• Analyse tender specifications and M&E drawings to scope works, identify ambiguities, and flag commercial or technical risks.
• Coordinate pre‑tender site visits, manage clarification submissions, and maintain a structured tender register.
• Source, evaluate, and negotiate with local and international MEP material suppliers and specialist subcontractors.
• Build and maintain detailed cost databases and pricing benchmarks for core MEP components.
• Prepare comparative bid analyses and support contract award decisions.
