HR Business Partner

About the role

The Malta Financial Services Authority (MFSA) is seeking an HR Business Partner to act as a strategic partner for its People & Culture function. You will work closely with business offices to align HR services with organisational objectives, support managers and employees, and help drive a high‑performing culture across the authority.

Key responsibilities

• Partner with business units to understand drivers and facilitate HR operations.
• Promote adoption of HR best practices across assigned functions.
• Provide day‑to‑day guidance on coaching, counselling, career development, disciplinary actions, compensation and recruitment.
• Enhance work relationships, morale, productivity and retention through close collaboration with managers and staff.
• Identify leadership gaps and develop succession or development plans.
• Oversee recruitment, onboarding, probation, KPI setting and workforce planning.
• Assess training needs, coordinate development programmes and monitor outcomes.
• Contribute to salary reviews and compensation/benefits decisions.
• Perform any additional duties assigned by the Head of People & Culture or as required by MFSA.

Required profile

• Relevant academic qualification at NQF Level 6 or higher, recognised by the Malta Qualifications Recognition Information Centre, or an equivalent recognised qualification.
• Minimum three years of experience in a comparable HR role; candidates with more extensive experience are preferred.
• If the formal qualification is not held, at least seven years of relevant HR experience will be considered.
• Demonstrated experience in recruitment, employee relations, performance management and compensation.
